If you have no barcode rules defined, then that means when you put a new tape 
into the library it goes directly into the NetBackup pool and Not into the 
Scratch pool as desired.  This means that when you are loading tapes into the 
library you must then manually change the volume pool from NetBackup to 
Scratch.  God help you if you forget to do that and you run out of available 
tapes for a weekend backup!
