Well, that's annoying.  It doesn't give any insight into where the
slowdown is occurring.  If it's not the tapes and it's not RMAN, it must
be some interaction between them or something in the interface between
them.  

I haven't had to do a lot of RMAN troubleshooting, so I don't have any
more tips for where to go next.
