How many Media servers you have in total.

I also faced the same issue in my environment. at that time symantec suggested to remove the licenses from all the media servers and then re add the licenses one by one.

According to Symantec, if you remove the licenses from the running media server, then you could face the issues

I have a eval license on one media server which has expired, Symantec has given me a new license. I am having trouble getting the media server running again with the new license.
