Windows needs to be able to see the devices first, then scan uses the same interfaces that the rest of the NBU processes do to see what NBU is going to be able to talk to. It is not initiating a bus scan. Scan does go out and query the devices, returning serial numbers and device types. One caveat that I'm aware of: in an SSO (shared storage) environment, there are times that scan may not be able to talk to a device that is visible from the Windows host, but is in use by another host. I use scan as the first level test to see if the device manager layer is able to talk to devices, then if not, go to Device Manager and lower level troubleshooting (or just reboot as it is Windows...).

On a Windows media server, volmgr\bin\scan.exe returns devices currently
visible to the system.
