[Veritas-bu] Some clients in a policy do not start

Sounds like possibly the scheduler persist data is corrupt.
If this happens, you may want to complete the following:
- CANCEL any running jobs. (do not suspend them since the next steps will
break the parent/child job associations and you may have many problems on start
up due to that).
- Stop nbu
- clean up /usr/openv/netbackup/db/jobs/pempersist or
<install_path>\VERITAS\netbackup\db\jobs\pempersist
- start nbu.
That will force NetBackup to recalculate all jobs upon startup.
