Workaround question:  Can a Windows 5.1 master be made to export an
X-window GUI to a X-Windows client (e.g. Exceed) on a Windows
workstation like the UNIX master could?

What do you have against RDP?  RDP to your 5.1 master and fire up the admin console "locally".
