In Windows, use perfmon to monitor Disk Queue and Read/Write transactions for
the disk drive which is SAN attached.
Read Transactions = Read iops
Write transactions = Write iops
Disk Queue = more than 2 is considered not optimal (this may be a point of
great discussion ;)
If it is not fibre but iSCSI, you can use taskmgr.exe to watch network stats.

Havn't been able to find a command like iostat, but perfmon should
could give you some idea of what the problem might be
