You have to upgrade to 5.0 MP4 or later first in order to
upgrade to 6.x. Symantec recommends the latest MP available for whatever 5.x
version you upgrade to. Either way, the upgrade to 5.x will keep the policies in
tact, and so will the upgrade to 6.5.
If you want your policies dumped out, check out the
bppllist command. It does look like the same policy/class directories exist in
6.x, so it might be possible to just copy/paste to the new system, if that is
what you are asking. I have not tried this on 6.x but recommend you do some
significant testing - worst case you have to manually recreate
them.

netbackup 4.5 to be inputed to upgrade to netbackup 6.5
