The problem seems to be caused by 3rd party software.

Please have a look at this Veritas TechNote:

A certain third-party software links into the TCP/IP stack in Windows
and causes loss of the connection from the master/media server between
the bpinetd process and the bpcd process on the client. The error shows
as a Winsock error code 10038 in the bpcd log. 

Please investigate the presence of any of the software packages
mentioned in this TechNote. The software needs to be removed (not just
disabled).

I couldn't telnet to windows 2000 client with bpcd port

I checked in service tab, netbackup services client is running, I
stop/restart it again but I couldn't telnet to this window client by
bpcd port

How could I enable bpcd port. I checked in services file, it has bpcd
13782.
