Actually there are three DLO's now.

Backup Exec DLO-Does not do Deltas except for PST's(according to docs)
Netbackup DLO (admittedly this is the same as BackupExec DLO) Claims Deltas
though

And Netbackup Puredisk. Deltas, Compliancy lot of other stuff. Agents maybe.
Puredisk runs on Suse Linux and does every DLO does as well as unix/linux
clients. This is not cheap. Capacity based license $12K list price for 1TB
managed space.
Puredisk maybe the future of backup. Single instance storage etc.

DLO is not an upgrade to netbackup professional. I never understood why
veritas stop a product with so many capabilities as NBU PRO.  
Now after 3 or more years they had stop NBU PRO, they introduce the real
successor.

NetBackup PureDisk Remote Office Edition.

Give it a try. It has binary consolidation, incremental with delta
technologies and all futures made the NBU PRO one of the better products
ever.  Unfortunately is more expensive than the DLO
