I already had a similar problem with Solaris, there I had to change the
kernel parameters that control the messages queues, in the True 64 I don't
know if this is possible.

I have tried this also but it didnt worked at all .After using #ipcrm -q
"que id" the que disappers from the list but no jobs get active and then we
have to reboot the server & again we wait for the CBYTES to reduce to 0.

I am assuming that when you said you restart the services, you mean that you
do a netbackup stop and a netbackup start. If that is correct, when you
stop netbackup and do an ipcs qa, do you still see the message queue? If
you do, you should use ipcrm to remove the message queue before restarting
Netbackup.

I am going through a big issue in my environment, i am using veritas
netbackup 4.5 on TRU64 & the problem is whenever we restart the services of
our master server after that all the backups get queued. I have also logged
call with veritas technical support several times but they are also unable
to give me any satisfactory reason/resolution. I observed that until the
"CBYTES" & "QNUM" in "ipcs -qa" reduce to zero all the jobs get queued & it
takes around 3-4 hrs to reduce this value to 0.The Backup jobs get active as
soon as the "CBYTES" reduced to 0.
here is the output of "ipcs -qa" when backup gets queued;
