My method is an artifact of a workaround for a 5.0MP3 bug in which using
the "all_local_drives" directive could cause data loss.
A workaround was to explicitly specify drive letters....that's gonna go
away soon.

You're right, specifying a drive letter that doesn't exist is fine, as
long as another specified drive letter does exist, except when using
multistreaming as the stream for the non-existant drive letter will fail
with 71.

However, my question was whether adding the drive letter in the list
will "reset" the policy (for lack of a better term to describe the
behaviour we all know and love.)
