Is it just a licnesing thing or does it add any actual value to NBU?

Tim, 

The License Key "Library Based Tape License" may not be needed to run 
NetBackup, but it is a legal requirement to be properly licensed for it if you 
use a tape library of any kind.  There may be a different license for stand 
alone tape drives, I am not sure about this.  It is my understanding that you 
need 1 license for every tape drive you want to use.
