A 2Gb/sec is capable of 100MB/sec.  A dual-port HBA still uses the same
PCI slot which is probably limited to 133MB/sec (but this really varies
depending on what kind of system it's in).

Beyond this, how fast you can read from disk depends on the disk
subsystem as well as the file system and other host factors.

Tools like iometer on Windows and Bonnie on Unix can help you benchmark
your disk subsystem.  You can also do backups to the null device.  See
http://seer.support.veritas.com/docs/242918.htm.  This allows you to
have bpkar32 process data locally, and elmiinate network connectivity
and tape performance from the picture.
