I actually don't think we're in much disagreement here.  I'm not
advocating that the DNS not be fixed if it's broken but it's still far
clearer to use FQDNs for NetBackup.  After all, if I have a server
foo.stp.ewilts.org and foo.nyc.ewilts.org, I'd really need to have a
FQDN in the config anyway and no amount of DNS configuration will help
me.  Starting with FQDNs can save you heartache later - changing a
client host name makes it a bit of a challenge to do restores later.

Always set up DNS properly, then use FQDNs.  In fact, I don't even like
the "short term solution" of using /etc/hosts.  I've seen *way* too many
"temporary" solutions that are in place many years later.  Fix the DNS
first and tell the client that they can't be backed up until the DNS is
updated.
