If I understand what you've explained (and explained much better than 
any NetBackup help I've seen!) ...

* A manual backup, using a setup with pairs of automatic and application 
schedules, but out of schedule window, would not use the "expected" 
application schedule (and retention), but the (an) application schedule 
with its window open.  Makes it difficult to rerun something out of 
schedule.

* A "user backup" will use the (an) application schedule with an open 
window.

How interesting --- I can't resist the temptation to label this BAD ... 
"Broken as Designed". :-(

This makes my pet peeve (NetBackup allowing a full backup to expire when 
an incremental based on it has yet to expire ... just because retentions 
say to do it) look pretty benign. 

Thanks again ... maybe this area was common knowledge, but it wasn't at 
my shop.
