Have these jobs actually been writing to media or just indicate start
time / active  - the column for start times and active start times are
different - a job can have a start time but not actually have active
start time?  =20

Have these jobs actually been writing data to tapes and indicated KB/s
speeds or just have a start time, not active start times?

I would suggest verifying that in each schedule that the actual storage
unit be specified and not rely on the policy attributes default

Storage unit - and for sure not any storage unit available. In the
column layouts specify active start time and Kilobytes per second.

Might check the job details and see when the tapes were actually
requested and if they were written to rather than using the start time=20

As a reference for job activity.
