Install the NetBackup agent for OpenVMS.  Configure it in a policy
(treat it like a Unix server) and you're off to the races.  This is an
excellent implementation and I've been managing VMS systems since 1982.

The media does need to be ordered separately but it's a quick, painless
install, no reboot required, and you're backing up in 5 minutes.
Cluster friendly too.
