April's response below is perfectly correct (NetBackup exclude lists  
exist on the client, in the windows registry) but I don't think that  
the Microsoft knowledgebase link is relevant, as it is all about how to  
exclude files from backups using the Windows "ntbackup" utility.  (no  
relation to NETbackup)

Here's a Veritas technote on the topic, which refers to the actual  
registry keys:

   (it refers to NetBackup 3.x, but the information is valid for  
NetBackup 4.5 and 5.x too)

But rather than mucking with the registry, you might find it easier to  
just modify the exclude list via the NetBackup GUI, as is described  
starting on p.350 of the NetBackup 5.1 windows manual:
