I recently asked this same question of support...

"You can only exclude per client currently, there is an article from MS which 
gives some information on how to exclude from a system level, but its still on 
a per client basis also. You may be able to push out this setting via a group 
policy for windows clients, its a reg key change.

Hello,
I am using Veritas Netbackup 5.1 on Solaris 9 machine (server) 
and with some SUN and Windows clients. I'd like to recursively 
exclude all files *.ABC from the Windows client. That means 
all files with that extension from all directories on the 
drive. I know on UNIX you place an 'exclude_list' file, but
how do you do that on the Windows client?
And how do you do the effect recursively?
