[Veritas-bu] Netbackup database backup is currently disabled

Because you're backing up from cron, and not letting netbackup
automatically schedule it, Netbackup thinks it's diabled.
The "automatic" backup is disabled.....

Hence the first line in your config:
"Frequency of DB Backup:  never - must be manually initiated"
