Okay,

If the media does not include any active backup images, you could try & write a 
new header to the tape, to make it usable by Netbackup.
Obviously, you will need to ensure that the tar archive on the tape is not 
needed anymore, before doing this !!

Use the bplabel command to do this  ( you will have to check the man page or 
equivalent for the suitable options )

I have L25 with 1 drive. All other volume written good!

That volume are frozen because it have tar archive.
bptm log:
--cut--
io_read_media_header: block read is not a NetBackup media header, len = 10240, 
media id I707L1, drive index 0, data is tar-format 

write_backup: FREEZING media id I707L1, it contains tar-format data and cannot 
be used for backups
