It runs each script for each stream of a multi-streamed backup.

Nope - there's no easy way around this - you have to smarten up the start &
stop scripts to have the first stream on start perform the pre-job action
and the last stream on stopping perform the post-job action (remembering
they they may start & stop out of order).

I have noticed something that netbackup 4.5 runs the start and stop
notify scripts for each directory you put in the policy.

Is there a way to override this?

Just run the start one once and after everything is finished run the end
one.
