You can use the administration console to do image copies. Expand
Master Server > NetBackup Management > Catalog.

        To know how to you can read the NetBackup administrator guide
section Duplicating Backup Images. With command line you can use the
bpduplicate the guide also explain the command use.

What command would I use to make an exact replica of a backup tape? I have a
feeling one tape is about to go in the trash but would like to get a copy of
all the images on it first, if I can.
