Never had this problem. I used to successfully backup oracle redo logs
every two hours on a 168-hour window.

I disagree. I've seen many cases where NBU would not schedule the same
backup twice in the same window. In other words, a 7x24 window will
schedule the backup to run only once, whereas 7 24hour windows will run
a daily 7 times.
I would expect that you would have to define 8 3hour windows per day.
