I am running exchange backups every 2 hours during the day. My policy is
has the window open from 8am until 4pm. The frequency is 2 hours.
This has been running fine since FP2 or 3. I am on FP6 now.

I disagree. I've seen many cases where NBU would not schedule the same
backup twice in the same window. In other words, a 7x24 window will
schedule the backup to run only once, whereas 7 24hour windows will run
a daily 7 times.
I would expect that you would have to define 8 3hour windows per day.
