I had to do a very similar thing - in our case we have 12 policies with 800+
streams in total which all have to be coordinated together.
I used exactly the same approach - bp_start_notify creates a lockfile per
stream, bp_end_notify removes the current lockfile, updates the overall log and
checks for any remaining ones, if nothing is found it sends the overall log to
someone who cares.
