I assume you're talking about Windows boxes.... I've done it many times with NT
4.0 and Win2K servers. Here's the procedure I follow: (I tried using IDR but
it was taking too much effort to build and maintain the IDR boot disks for
systems with raid controllers).
1. Install the O.S.
2. Apply current service pack and apply all security patches
3. Install the Netbackup client
4. Restore system drive and system_state with overwrite option enabled.
Hasn't failed me yet....

Let me clarify. Specifically, a restore with all applications installed like
they were prior to the recovery (not the actual application state).

configuration at the time of backup? With all applications running correctly?
I have not been able to do this and want to know if I am shooting at an
