Look at your Storage Unit Max concurrent drives and set it to one less.
That will help you.

I've asked my local Veritas systems engineer this, and he hasn't found
an answer for me yet. How can I set up a drive that is dedicated to
restores? We've run into multiple cases where we need to do a restore
and all the drives in the library are in use. I'd like the ability to
dedicate one drive solely to restores, perhaps for nearline applications
or for general restores. We're still at 4.5FP6, 3 media servers
(including the master), and SSO..
