My understanding on HOST.XLATE may not be complete, but here is what I
think.  HOST.XLATE is only an adjunct to DNS or a HOSTS table.  If you have
a server in NetBackup called WILLY for example, HOST.XLATE should give you
back WILLY.SCRIPPSHEALTH.ORG (or whatever applies to your site).  If you
can't put some mystery server(s) in DNS for some odd reason, make sure the
local HOSTS files on the Master, Media and the host itself have the
appropriate entries!  That is to say, the NetBackup Master/Media servers
should have entries for the mystery host AND the mystery host (the one you
can't put in DNS) should have entries in it's HOSTS file that point to the
Master/Media servers.  NetBackup is absolutely dependent on DNS services; if
you choose not to use DNS, you are toast.
