In the interest of shared knowledge, I've discovered a list of procedures
after working with Veritas Tech support for my remote techs and thought I
would share it for anyone in a similar boat or for when the barcode reader
is broken.

NEVER INVENTORY THE ROBOT THROUGH NETBACKUP.
(Doing so will destroy your catalog ability as there is no barcode reader)

When adding fresh tapes to the robot, do the following:
0. Before performing this step, perform the "Out of Library" procedure
listed below if the library is full.

1. In the NetBackup Administration Console, expand Media and Device
Management and select Media.
2. In the right-hand pane, right click in the empty space and click NEW.
You will see a new box called New Volumes..
3. Select the correct Media type. (4mm, 8mm, DLT)
4. In the Robot field, select the appropriate robot.
5. Set the Number of Volumes to 1.
6. Enter the exact name which appears on the tape's outside label. (A00022
for example)
7. Set the slot number into which you are going to place the tape.
8. Click OK.
9. Insert the tape into the appropriate slot and close the door.

Keep in mind the above steps only need to be done once for tapes that have
not been used by Netbackup before. Once Netbackup has used the tape, it's
label is "known" so you need to follow the below procedures.

When moving tapes out of the robot, do the following:
1. In the NetBackup Administration Console, expand Media and Device
Management > Media > Volume Pools, and select the Netbackup pool.
2. In the right-hand pane, right-click on the tape to be removed from the
robot.
3. Select Move from the drop-down menu. The Move Volumes window will pop
up.
4. In the Robot field, select Standalone.
5. Click on OK.
6. Remove the media from the tape library.

When moving previously-used Netbackup tapes into the robot, do the
following:
1. In the NetBackup Administration Console, expand Media and Device
Management > Media > Volume Pools, and select the Netbackup pool.
2. In the right-hand pane, right-click on the tape to be added into the
robot.
2. Select Move from the drop-down menu. The Move Volumes window will pop
up.
3. In the Robot field, select the appropriate robot.
4. Set the slot number into which you are going to inject the tape.
5. Click on OK
6. Add the tape into the library.
