Thanks for the replies.   Resolved!

It turns out that each of my WinXP machines having the 174 problem have 
recently had an IP phone installed recently. In each case, the desktop 
machine network access was changed to go through the IP Phone (each has 
2 100mb ports).  All of the ports were set to auto negotiate; when 
changed to 100mb Full, the 174's disappeared!
