On my Windows SQL Server clients we stop SQL for the Full backups using
bpstart_notify.bat on the client.  (And then start SQL when done, with
bpend_notify.bat).  These scripts automatically run when backups start and
stop.  Read the "NetBackup Notify Scripts" section of the NetBackup
DataCenter System Administrator's Guide for Unix pdf, from VERITAS' site.
You shouldn't have to mess with scheduled User backups.
