You are right. The issue is with firewall sending @ 1MB transfer rate.

Increasing the port range only means that not every client/server combination 
has to wait for the ports you have assigned, in other words, it increases the 
number of simultaneous backups you can run through the firewall.  To speed 
things up, the characteristics of the connections themselves must be improved. 
I am afraid I don't know much about the Checkpoint firewall when it comes to 
performance tuning but that is where you need to focus your efforts.
