Hi,
since cold backup works fine it means that loading of library works fine but 
you may not know that you can NOT perform online backup inclusive archive log 
files if target database is in NOARCHIVE mode (it would create an inconsistent 
backup and RMAN generates error).
If you (it seems so) use recovery catalog (database that stores all backup 
files inclusive control file) than you should check if this database is 
configured as it should be for online backups (they are a little bit special 
cause the redo files must be synchronized for consistent backup).
I don't know if it helps, but you may check this out.

I'm not a DBA either (but I play one on TV) but I have recently been
recently setting up Oracle to Netbackup backups...

It looks like your problem is not Netbackup, but the oracle catalog
database. I would attempt to do an oracle backup to Netbackup using only the
control files as checkpoint control, (see the RMAN manual for details) and
see if you get the same problem. If you don't then I would suggest you get
your DBAs to take a look at the recovery catalog database and see if they
see any problems (perhaps you are out of free space or something trivial
like that.)

Anybody seen this before?

This problem is driving me crazy.  I've ruled out both firewall issues 
and db version compatibility between the RMAN and target db.  Regular NB 
cold backups work fine.  Im not a DBA so I am struggling through this. 
The entire instance backs up just fine over an hour plus then this error 
is generated just prior to deleting archive logs, I think, and NB errors 
out with a 23 error.  thanks in advance for any pointers!
