Well, there isn't one particular CLI to do the trick.
If you are "into" scripting, you can check out my tape_rotation.sh script at
http://www.NetBackupCentral.com, it reports on media in the library that is
full frozen or suspended that hasn't been read or written to in X number of
days.
I use the available_media script to pull some of the info out. I haven't
re-worked this script in some time, so you may find that there are better
ways to handle the logic.
