The file is "exclude_list" in the client "Netbackup" directory.  If you 
have policy or policy/schedule-specific exclude lists, then the file 
name becomes "exclude_list.policy" or "exclude_list.policy.schedule",
where you substitute for the policy and schedule names you want.  You 
may use the server or client GUI or simply edit the files yourself with 
a text editor (if you have such access to the client machine).
