Max MPX / drive mere controls how many simultaneous jobs of the particular
class/schedule combination are allowed to get multiplexed onto a single
drive. To get rman to spool data to more than one NetBackup at the time you
have to allocate multiple channels in your rman cmdfile.

I believe you have to set "Maximum MPX per drive" in your schedules to 1.
