here's what I found out.

Somehow during my upgrade...it never updated my /etc/services 
and /etc/inetd.conf files with the vnetd stuff.

So after I added it as it should have been, and kill -1 to my inetd process, it 
was able to see all of my jobs for the first time.

Interesting, everything else seemed to work perfectly, policy management, 
client configuration, etc.  however, it wouldn't install client files...which 
is actually what tipped me off that I didn't have my services file set up right.
