To backup Duncan's diagnosis of a socket level problem - 

I have seen this when the client or server was clustered or a cluster member
in some way and using virtual Interfaces.

I have seen when using both SUN Cluster 3 and SAFEKIT,

You can see the connectivity issues detailed below........note dnnm1003
(x.x.x.175) is the hostname of the virtual interface for the cluster,
dnnm1002 is the actual interface of the cluster member housing the netbackup
app



Server netstat - dnnm1002  ( FAILS )

I had to resolve by adding the actual ip's of the cluster nodes, plus the
virtual ip of the cluster, ALL as servers in the bp.conf of both the master
and the client machines.
