 Don't seem normal to me, it's very uncommon for a in-use DLL to be
in exclusive lock mode, ie. can't be read by other processes.

 My first thought will be what files are skipped, what processes are
running during the backup (my favorite culprit is AV software),
and most of all if it was working flawlessy before, what has changed
since ;-)
