I do not know why, but I do know the work-around.  If you will install the
Administration Console (by itself), then uninstall it, you can proceed with
NBU 4.5 install.

Anyone seen this?  I tried doing remote install, install from share and 
from CD. Get
the same message. Even tried upgrading the Windows Installer from 
Microsoft's site. Didn't help.
