It was my bonehead mistake. The problem was the scripts were not in the
client itself. I got confused because the only other bpstart/bpend
scripts that I'm running is using the FlashSnap feature for "off-host"
backup using the NetBackup server/media server. I just realized that the
NetBackup server is also the client - that's why the bpstart/bpend scripts
are in there. So I edited the scripts and moved it to the client. It
appears to be working right now as I babysit waiting for backup to finish
and bring up the database and applications.

Make sure it has to output to STDOUT. That makes unpredicatable things
happen.
Also make sure that the class suffix is an exact case match to your class,
the name is case-sensitive.
Be sure it's in /usr/openv/netbackup/bin and is set for executable for
root.
Test the class suffix by renaming to bpstart_notify and see if it starts
to work - if it does you have a classname matching problem.
