I was hoping to use tar/dd/cpio or similar to read the tape.

Michael,

You can't under NetBackup 3.x.

NetBackup 4.5 has a backupexec tape reader option for
importing catalogues and performing restores from those
tapes.  I believe this has to be done from a Windows
media server though.
