Andy,
I had the same issue using the JNI FCE-6410 HBAs.
I resolved the problem by doing the steps below.
By the way I built the links and drivers for NB 3.4.

Configure the tape drives and robotic path.
    A. Rebuild the st.conf, sg.conf, and sg.links files.
       I.    cd /devices
       II.   rm pci@1f,4000/JNI,FCE@2/*
       III.  rm pci@1f,2000/JNI,FCE@1/*
       IV.   drvconfig ; devlinks ; tapes
       I.    cd /usr/openv/volmgr/bin/driver
       II.   /usr/openv/volmgr/bin/sg.build all -mt 6 -ml 4
       III.  cat sg.links sg.conf st.conf
       IV.   mv /kernel/drv/st.conf /kernel/drv/date.st.conf
       V.    /usr/bin/rm -f /kernel/drv/sg.conf
       VI.   /usr/openv/volmgr/bin/driver/sg.install
             Copied files to /kernel/drv and to /kernel/drv/sparcv9.
             Doing add_drv of the sg driver
             Removing old /dev/sg entries.
             Editing /etc/devlink.tab...
             Copying original /etc/devlink.tab to
/etc/devlink.tab.07-19-02-10:25:46.
             Added entry in /etc/devlink.tab file.
             Made links in /dev/sg
       VII.  vi /kernel/drv/st.conf  <--Comment out old lines and insert
                                                the newly created st.conf
file.
    B. Rebuild the /dev/rmt tape links.
       I.    cd /dev/rmt
       II.   rm *
       III.  cd /dev/sg
       IV.   rm *
       V.    cd /opt/jni/ezfibre/standalone
       VI.   ./ezf &
    C. Reboot and reset devices.
       I.    init 0
       II.   ok boot -- -r
