I can't comment on _why_ it happens, but we did see exactly the same
during duplication. Every ten minutes, a 213 was reported. Until the
scheduling attempt happened to coincide with duplication waiting for a
new tape. At which point presumably one of the tape drives appeared to be
free (in some sense). Then the backups all got queued and run, while the
duplication waited ... This was on 3.4 on Sol 8. Due to a change in the
way we run things, this ceased to be a problem for us, so I never pursued
it.
