Dan,

atime is just when the file was last read - there's been no modification so
there's no need to back it up again.

Incrementals are done with the mtime value.  Cummulative incrementals are
mtimes changed since the last full backup time, Differential incrementals
are mtimes changed since the last incremental backup time.

Quick question concerning these types.  In the manual it states that each
only backs up what data
has changed since the last full or incremental.  Does this mean they work on
modified (mtime) or
accessed (atime) date/time or both?
