Well, according to the most excellent reference at

asc=0x30 means "Incompatible Medium Installed"

Sounds to me like the robot thinks that the tape in slot 1 is not 
compatible with the drive.

ATL should have a utility to move tapes around.  Once they get it 
working correctly, robtest should work also.  As Rob mentions, the 
st.conf should have nothing to do with it.  tldtest asked the robot
to mount a tape, and the robot said it can't and gave a hint back as
to why.  Nothing in this assumes that the tape drive is even connected
to anything, so the st.conf should be completely irrelevant.
