I had this problem lately for a few days in a row, and since I saw in
the all log entries the line -

ERR - cannot create directory: 'C:\Program
Files\VERITAS\NetBackup\tir_info\System_State:' (WIN32 123: Unknown error)

I tried a full backup to reset the tir_info information, and that backup
and the following incremental succeeded.
