Sure, use the global attributes and adjust the tries per period.

For example, instead of 4 tries in 12 hours, you could use 1 try per 3
hours.  If your window was open for 12 hours, you'd get 4 tries (if
necessary) either way, but the latter would space them out.

Just keep in mind that you may end up with multiple sessions running
if you do this (i.e. multiple NBU db backups per night).

It'd be nice if failed jobs got put back in the queue with a lower
priority, but it doesn't work that way.
